KUALA
LUMPUR: The motion to change the Speaker of the Dewan Rakyat tomorrow is a constitutional process that has always been practiced before.
Lawyer
Datuk Salehuddin Saidin, however, said that the situation of the Speaker's
change tomorrow is the first time in history not in the period after the
General Election (GE).
"In
our country, there has never been a change of Speaker in the middle, not after
the GE. Usually, the change of Speaker occurs when the election and the House
(People) reconvene, but this is in the middle when ... only two years old
government has changed with the new government of the National Alliance (PN)
already has a motion to change the Speaker.
"This
is a constitutional process that allows the appointment of a Speaker, even the
rules of the Dewan Rakyat provide for a newly appointed Speaker and how to set
aside the Speaker (who is) serving. "I do not see this as a strange thing,
as long as it is in accordance with the provisions of the law and the
Constitution so the act of changing the Speaker is in accordance with the Constitution."
In the meantime, the Dewan Rakyat session tomorrow is expected to be the hottest
session ever. Salehuddin said, although there will be a dispute between the
government MPs and the opposition, that, he stressed, is a healthy
democratic process. "I expect this session to be hot because this is the first session even though the first parliamentary session was ordered by the
Yang di-Pertuan Agong, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah,
but this time a two-party debate is expected.
"This a new government is said to have taken place without the people's mandate, but I
do not see that as long as the Prime Minister is elected by the Yang di-Pertuan
Agong according to the legal process, then it is a legitimate government
elected according to the law. The debate I think is a democratic process
healthy, "he added
Commenting
on Datuk Azhar Azizan Harun who was named as the candidate for Speaker of the
Dewan Rakyat, Salehuddin explained that the administrative record of the former
Chairman of the Election Commission (EC) was seen to help him become a good
President.
Even
as an active lawyer, Azhar, he said, was a candidate who could control the
rules of the meeting and make fair decisions.
